concept: civilization 5/age of empires type game but set in the avatar universe
instead of countries you have the fire nation, earth kingdom, air nomads, and water tribe
eg. air nomads are more equipped for a diplomatic victory
eg. the avatar rotates between in the nations every century, awarding their home nation a large bonus/ability to decide international policies
we already have the evolution of warfare up to korras time, make it happen.
