Harry had to be caught leaving Privet Drive in order for Snape to continue posing as a Death Eater. Dumbledore says something along these lines in Snape’s memories in the 7th book (that there’s no way Snape wouldn’t know about the real plan if he is as informed as he’s been telling Voldy he is). So the plan to get Harry out has to be something the Death Eaters can know about and prepare for, while still not giving them a clear shot at capturing Harry.
